Joe Eubanks is a nationally respected leader in the field of diversity, equity, and inclusion (DEI), known for building actionable frameworks that drive cultural transformation across complex institutions. As Chief Equity Officer at the Washington State Department of Veterans Affairs (WDVA), he leads statewide efforts to implement anti-racist policies, embed equity into agency operations, and ensure compliance with civil rights mandates. His work helps shape a more inclusive public sector where all veterans—regardless of background—can access services with dignity and trust.Joe is also the founder of The Fair and Impartial Foundation, a consulting firm dedicated to supporting organizations in navigating DEI challenges with integrity and impact. From healthcare systems to higher education and criminal justice reform, he advises leadership teams on aligning strategy with values, cultivating inclusive climates, and addressing systemic inequities through data-informed decision-making.Prior to his work at WDVA, Joe served as Executive Director of Climate, Culture, Diversity, and Belonging at Wenatchee Valley College, where he was instrumental in redesigning the institution’s approach to equity and inclusion. His career also includes pivotal roles in community health, crisis intervention, and nonprofit leadership, where he advocated for marginalized populations and led initiatives around pay equity, workforce development, and identity-based programming.A graduate of the University of Mississippi with a degree in political science and military science, Joe went on to earn his master’s in diversity and inclusion from the University of Kansas. He brings a balanced perspective rooted in both academic rigor and lived experience, including his service in the Mississippi Army National Guard and his early career in legal and humanitarian advocacy.Joe is widely recognized for his ability to build coalitions, inspire institutional accountability, and empower underrepresented voices.
